The other awkward case is text. Scanned documents and screenshots containing small print suffer disproportionately, because JPEG discards exactly the kind of fine high-contrast detail that letterforms are made of. If the file is a certificate or a form, read it at full size after compressing before you rely on it.

How the number is reached

There is no quality setting that reliably produces 50KB, because how many bytes a given setting costs depends on the picture. So the tool encodes, measures, and adjusts — narrowing the range by half each time, about a dozen times over — until it has found the highest quality that still comes in under the limit. That is meaningfully better than picking a low setting and hoping, which either overshoots the limit or wastes quality you could have kept.

If quality alone cannot get there, the dimensions come down in small steps and the search runs again. When that happens the result says so, and gives you the size it settled on.

Getting more out of the budget

Crop first. Removing background you do not need frees bytes for the part of the image you do, and at 50KB that trade is very favourable. If the destination also specifies pixel dimensions, set those before compressing rather than hoping the compression lands on them.
